Frank He is a Managing Director leading the Construction & Engineering team at Parkview Financial, where he has been since 2016, working in various AE/CM positions. He has built and manages a diverse team across two offices, playing a crucial role in driving the company’s strategic initiatives and ensuring the successful execution of its construction lending program. Frank oversees all aspects of the construction division, including project feasibility assessments, constructability reviews, construction budgeting, project scheduling, field monitoring, and risk management.
With an extensive background in engineering and finance, Frank previously held various engineering positions at Jacobs Engineering. There, he managed construction contracts such as design-build, bid-build, job order contracting, and sole-source T&I contracts. He was instrumental in high-profile public works contracts, including projects for Huntington Hospital, East Los Angeles College, and various L.A. County police and sheriff departments. As one of the select civilian engineers permitted to work on law enforcement projects, Frank was granted maximum security clearance for L.A. County. He has also received numerous awards as a small business investor.
Frank's deep understanding of construction, small businesses, risk management, and construction financing allows him to make informed decisions that benefit both Parkview and its clients. He is dedicated to enabling the successful completion of construction loans nationwide, empowering clients with innovative financial and technical solutions, and driving the growth and success of Parkview’s Construction & Engineering team.
Frank holds a Bachelor’s degree from UC Berkeley, a Master’s degree in Engineering from USC, and an MBA from APU.
